Dear Mr. President, dear colleagues.

I am writing to appeal to the management of CIGRE and the members of the Administrative Council.

As a member of the Administrative Council, the Vice President and Secretary General of the Ukrainian National Committee CIGRE, I would like to respond to your “statement …” which I received yesterday.

I have been a member of CIGRE since 1994 and know the Charter of the organization and its goals supported for 100 years, but as an IEEE member and an engineer, who knows the code of ethics that requires us to be honest, I have to say that a spade is a spade. This code as well as the laws of electrical engineering are the same for all countries. I would like to remind that this appeal is not about the “conflict” but the war started by Russia against Ukraine.

War.
On February 24, 2022, missile and bomb attacks on the key cities of Ukraine and first of all the capital of Ukraine – Kyiv, a 1650-year-old city, were begun from the territory of Russia and Belarus at 4 o’clock in the morning.
On the eighth day, tanks, planes, helicopters, ships and thousands of Russian troops from the north, east, and south of the Black Sea have entered Ukraine and are moving towards Kyiv, Harkov, Sumy, Odesa …
There are subversive terrorist groups in the cities.
Cities, houses, hospitals, railway stations, churches are being destroyed, and military and civilian citizens of Ukraine are being killed.

The goal is to destroy the state of Ukraine and subjugate it to putin’s Russian empire. The goal cannot be achieved because Ukrainian people have chosen European world civilization for themselves have no desire to return to the Soviet Union. Let me remind you that since 2002 the National Committee of Ukraine has been adopted in Paris independently with no influence of Russia.
This is not a conflict – this is a war that could turn into a nuclear one.
CIGRE is not a political organization and should be neutral but not silent.

In 2008, Russia attacked Georgia, seizing territory, and the world remained silent. In 2014, it occupied Crimea and Donbass, territories of Ukraine and again the world kept silent. Now the whole of Ukraine and Europe are under threat. Do not be silent!

Power system

The Ukrainian power system is one of the largest ones in Europe producing 53 GW including 15 nuclear units, thermal power plants with units of 200,300,800 MW, Hydroelectric power plants on the Dnieper and Dniester rivers and lines with a voltage of 110-750 kV.
Since February 24, our power system has been separated from the power system of Russia, and has been working locally, the system operator supports the 50 Hz mode of operation and ensures the stability of the mode despite the destruction of some 110-330 kV power lines.
The Russian army entered the territory of the Chernobyl nuclear power plant where radioactive elements are buried. They have been shelling thermal power plants in Kyiv and Kharkiv and a gas pipeline has been blown up. There is a threat of invasion of Zaporizhzhya NPP where there are six 1000-MW units.
Peaceful personnel of the power plant stopped Russian soldiers and tanks in front of the nuclear power plant.

In these conditions, the system operator Ukrenergo continues to operate. Ukrhydroenergo, Energoatom, and electric network companies have not stopped working. We understand that energy security is the security of the country. As engineers, my colleagues and I work with our energy companies to support the operation of the energy system.
At the same time, I am defending my home and family in Kyiv with weapons in my hands.
There is the question of synchronization of the Ukrainian power system with ENTSO-E and we need the support of partners.
Ukraine’s gas transportation system continues to operate, supplying gas to Europe.

I believe that we, all members of CIGRE, will have many joint projects to improve the reliability of the energy system in the “energy transition”. The word “renewable energy” is gaining a new definition.
We need to preserve and restore the energy system as an ENTSO-E partner.

Solidarity with CIGRE

These days, I have received hundreds of letters from fellow power engineers around the world, from SEERC countries, from Russian engineers, expressing their support and desire to help me, my family and my Ukraine.
I thank everyone for their sympathy, compassion and solidarity, partnership, and the willing to stop the devil, putin, who is holding his finger on the nuclear button. Even missile strikes on Ukrainian nuclear power plants could destroy our planet and endanger not only Ukraine but also Paris.

We need not only sympathy but also weapons and humanitarian aids. We will stop the aggressor, whatever the price is for Ukraine. We will win!

On behalf of the National Committee of Ukraine, I wish a peaceful sky over your countries, the end to the COVID pandemic and the opportunity to hold a conference in Paris.
If I have the opportunity to take part in the Paris Conference, I promise our report on the “energy transition” of the Ukrainian energy system during the war.
